The eBL interoperability milestone solved the easy half. Your trade still assumes the other side is on paper.

In 2025 the industry hit a genuine milestone: the first standards-based electronic bill of lading that could move between platforms, not just live inside one. It is real progress, and it deserves the applause it got. It also changes almost nothing about how you run next week’s shipment — because you still cannot assume the counterparty, their bank and their customs broker are all electronic. The milestone solved the easy half. The hard half is that trade is a network, and a network converts one reluctant participant at a time.

What actually happened, and what it means

The Digital Container Shipping Association’s members orchestrated the first cross-platform eBL transfer using the DCSA’s PINT interoperability standard — an eBL issued on one provider and accepted on another, which is the thing that had been missing. DCSA carriers represent roughly 70% of global container trade and have committed to 100% eBL adoption by 2030. The ICC’s digital-trade survey found just under half of respondents using eBLs in some capacity. Every one of those numbers is encouraging. Every one of them describes capability, not completed end-to-end electronic trades.

That gap between “supported” and “used all the way through” is the whole story. An eBL only removes paper if every hand it passes through can hold it: shipper, carrier, both banks, the buyer, and the customs authority on each side. Miss one, and the trade falls back to a printed original for the entire leg. This is why the honest description of 2026 is not “the eBL era has arrived” but “paper and digital coexist, and you pay a tax on the seam between them.”

The coexistence tax

The law is no longer the bottleneck it was. MLETR-based statutes now exist across Singapore, the UK, France, Bahrain, Abu Dhabi and others, with India’s framework advancing — the legal recognition that a digital record can carry title is spreading corridor by corridor. But legal permission is not operational reality. The bottleneck has moved from “is it allowed” to “is everyone on my specific lane ready” — and for most real shipments, the answer is still partly no. So teams run two systems at once: the digital flow where it works, the paper fallback where it doesn’t, and reconciliation between them. That double-running is the coexistence tax, and it is paid in exactly the place the promised savings were supposed to appear.

Why “we support eBL” is the wrong claim

Here is the trap for anyone building or buying trade software. Supporting eBL is table stakes and, increasingly, easy. It is also close to worthless on its own, because your support does not move the counterparty who is still on paper. The value is not in declaring digital-native; it is in running the trade across the seam — issuing electronic where the chain allows, bridging cleanly to paper where it doesn’t, and keeping one coherent record of the trade regardless of which form each document took. That is unglamorous plumbing, and it is the only thing that helps you before 2030 arrives.

We would rather say that plainly than sell the finished future. Standage is building toward digital-native trade, and we grade ourselves honestly on how far that is real versus aspirational. The point of this piece is not that eBL doesn’t matter — it matters enormously — but that the number worth tracking is not adoption of a format. It’s whether a whole trade completed without a paper original anywhere in the chain.

The litmus test

Take your last twenty shipments. Count how many transferred title end to end electronically — with no paper original issued, couriered or presented anywhere in the chain. Not “how many carriers we could have used an eBL with.” Not “how many are on MLETR corridors.” The count of genuinely paper-free completed trades. For most operators that number is far lower than their “eBL-capable” percentage, and the difference between the two is the coexistence tax you’re paying right now. 「対応している」と「最後まで使われた」の差こそが、物語の全体です。eBLが紙をなくすのは、それが通るすべての手 ― 荷主、船社、両方の銀行、買い手、そして双方の税関 ― が、それを保持できるときだけです。一つでも欠ければ、その区間はまるごと紙のオリジナルに逆戻りします。だから2026年の正直な描写は「eBLの時代が来た」ではなく、「紙とデジタルが共存し、その継ぎ目に税を払っている」なのです。

共存税

法律は、かつてのようなボトルネックではなくなりました。MLETRに基づく法制はシンガポール、英国、フランス、バーレーン、アブダビなどに存在し、インドの枠組みも前進しています ― デジタルな記録が権利を運べるという法的承認が、コリドー(貿易回廊)ごとに広がっています。しかし法的な許可は、業務上の現実ではありません。ボトルネックは「許されるか」から「私のこの特定のレーンで全員が準備できているか」へ移り ― そして現実の船積みの多くで、答えはいまだ部分的にノーです。だからチームは二つのシステムを同時に回します。うまくいく所ではデジタルのフロー、いかない所では紙の代替、そしてその間の照合。この二重運用が共存税であり、それは約束された節約が現れるはずだった、まさにその場所で支払われます。

「eBL対応しています」が間違った主張である理由

これは、貿易ソフトを作る側・買う側の双方にとっての罠です。eBL対応は最低条件であり、しかも次第に容易になっています。それはまた、それ単体ではほぼ無価値です ― あなたの対応は、いまだ紙にいる相手を動かさないからです。価値は「デジタルネイティブだ」と宣言することにはなく、継ぎ目をまたいで取引を走らせることにあります ― チェーンが許す所では電子で発行し、許さない所では紙へきれいに橋渡しし、各書類がどの形をとったかに関わらず、取引について一貫した一つの記録を保つ。それは地味な配管仕事であり、2030年が来る前にあなたを助ける唯一のものです。
