Your AI agent can pay for the cargo. It still can’t take delivery.

In under a year, the payments industry taught software agents to buy. Google’s Agent Payments Protocol, launched in September 2025 with sixty-plus partners including Mastercard, PayPal and American Express, lets an agent carry a cryptographically signed mandate proving a real person authorised this cart, at this price, on this rail. Mastercard’s Agent Pay and Visa’s Intelligent Commerce bind a payment credential to a specific agent, a specific merchant and a specific consent policy. The money side of autonomous commerce is now genuinely close to solved. And yet an AI agent still cannot complete a cross-border trade — because a trade does not finish when the money moves. It finishes when title and possession to the goods change hands, and that transfer still runs on paper.

Payment got a protocol. Title didn’t.

The bill of lading is the document that transfers control of the goods; endorsing it is what turns a payment into a completed sale of cargo. An agent can now hold a signed payment mandate — but it cannot endorse a bill of lading that exists as a PDF, or as a paper original in a drawer on the other side of the world. The law has moved: MLETR-aligned legislation now covers roughly 37% of global GDP, and the ICC is pushing for 100 countries by the end of 2026. But actual electronic bill-of-lading usage is still under 5% of volume. The payment rail has become agent-native. The title rail is not even reliably electronic.

A PDF is not something an agent can execute

This is the digitised-versus-digital-native distinction, now with real stakes. A scanned or PDF’d document is a picture of title — faster to email, but still just a representation a human has to read, interpret and act on. An autonomous agent needs the opposite: an object it can verify, hold and endorse on its own authority — a machine-executable record, not a file it can merely open. Give an agent a payment mandate and a PDF bill of lading and you have not automated the trade; you have automated the cheque and left the deed in the post. The agent completes the part that was already data, and stops dead at the part that never became data.

The missing primitive is the executable trade, not another payment standard

Everyone is racing to give agents a wallet. Almost no one is giving them a bill of lading they can actually move. That is the real constraint on agentic trade, as opposed to agentic checkout: the goods-transfer layer isn’t data yet, so the loop cannot close without a human stepping in to endorse, courier or re-key a document. Another payment protocol does not fix this — the payment was never the bottleneck. What closes the loop is the trade itself captured as structured, verifiable data: the shipment, the terms, the title, the delivery event, all as objects software can act on rather than documents a person must chase.

This is the layer we are building

It is also, candidly, why we build trade as structured data rather than as documents. Inside Trade Cloud a trade is captured as it happens — who shipped what, on what terms, paid how, delivered when — so the record that moves the goods is an object a system can verify and act on, not a PDF a human re-keys at each handoff. We are not claiming an agent can run an end-to-end shipment unattended today; the whole industry, us included, is early here. We are claiming the bottleneck is now unambiguous, and it is not the payment. It is whether the document that transfers the goods is something software can hold — and that is a data problem we can actually build against.

The litmus test

Point your most capable agent at a real cross-border shipment. It will negotiate. It will pay. Then watch exactly where it stops: at the moment it must take delivery — endorse the bill of lading, accept the goods, pass title on. If a human has to step in to move a document there, you don’t have agentic trade; you have agentic checkout bolted onto a paper back office. So the question to ask any “AI for trade” pitch is simple, and it is not about the model: can the agent hold and endorse the document that transfers the goods, with no human touching paper? 船荷証券(B/L)は、貨物の支配を移転する書類です。それを裏書きすることが、支払いを「完了した貨物の売買」に変える。エージェントはいま署名済みの支払いマンデートを保持できます ― しかし、PDFとして、あるいは地球の裏側の引き出しの中の紙原本として存在する船荷証券を、裏書きすることはできません。法は動きました ― MLETR準拠の立法はいまや世界のGDPのおよそ37%を覆い、ICCは2026年末までに100カ国を目指しています。しかし、実際の電子船荷証券の利用は、いまだ取扱量の5%未満です。支払いレールはエージェント・ネイティブになりました。所有権のレールは、確実に電子化されてすらいません。

PDFは、エージェントが「執行」できるものではない

これは「デジタル化」対「デジタルネイティブ」の区別であり、いまや実利がかかっています。スキャンやPDF化された書類は、所有権の「写真」です ― メールで速く送れても、人が読み、解釈し、行動しなければならない表象にすぎません。自律エージェントに必要なのはその逆 ― 自らの権限で検証し、保持し、裏書きできる客体、つまり機械が執行可能な記録であり、単に開けるだけのファイルではありません。エージェントに支払いマンデートとPDFの船荷証券を渡しても、貿易を自動化したことにはなりません。小切手を自動化し、権利証書を郵便に残してきただけです。エージェントは、もともとデータだった部分を完了し、決してデータにならなかった部分の前で立ち止まります。

欠けている原始要素は「執行可能な貿易」であって、もう一つの決済規格ではない

誰もが競って、エージェントに財布を持たせようとしています。だが、実際に動かせる船荷証券を渡そうとする者は、ほとんどいません。これこそが、エージェント「決済」ではなくエージェント「貿易」の本当の制約です ― 貨物移転のレイヤーがまだデータになっていないため、人が裏書きし、書類を運び、あるいは再入力しに割り込まなければ、ループが閉じない。もう一つの決済プロトコルはこれを解きません ― 支払いはそもそもボトルネックではなかったのです。ループを閉じるのは、貿易そのものを構造化された検証可能なデータとして捕捉すること ― 出荷、条件、所有権、引渡しイベントを、人が追いかける書類ではなく、ソフトウェアが行動できる客体にすること、です。

これが、我々が築いているレイヤーだ

そしてこれこそ、率直に言って、我々が貿易を書類ではなく構造化データとして構築する理由です。Trade Cloudの中では、取引が起きるそばから捕捉されます ― 誰が何を、どんな条件で送り、どう支払い、いつ届いたか ― だから貨物を動かす記録は、各引き継ぎで人が再入力するPDFではなく、システムが検証し行動できる客体になる。今日、エージェントが端から端まで無人で船積みを回せると主張しているのではありません。この領域では、我々を含め業界全体がまだ初期段階です。主張しているのは、ボトルネックがいまや明確だということ ― そしてそれは支払いではありません。貨物を移転する書類が、ソフトウェアの保持できるものかどうか、です。そしてそれは、我々が実際に立ち向かえるデータの問題です。

最も高性能なエージェントを、実際の国境を越える船積みに向けてください。交渉するでしょう。支払うでしょう。そして、どこで正確に止まるかを見てください ― 受け取らねばならない瞬間、すなわち船荷証券を裏書きし、貨物を受領し、所有権を渡す瞬間です。そこで人が書類を動かしに割り込まねばならないなら、それはエージェント貿易ではありません ― 紙のバックオフィスに、エージェント決済をボルト留めしただけです。だから、あらゆる「貿易のためのAI」の売り込みに問うべきことは単純で、モデルの話ではありません ― エージェントは、人が一枚も紙に触れることなく、貨物を移転する書類を保持し裏書きできるのか? そのために自社の貿易を十分に「読み取れる」ものにすることに価値があるなら、その紙の壁が実際どこにあるのか、喜んで知見を突き合わせます
