For years the forecast was that trade would be the first real job for a bank-grade stablecoin. On 29 September Japan’s Financial Services Agency backed exactly that: TradeWaltz, NTT Data, Mizuho Bank, MUFG Bank, Sumitomo Mitsui Banking Corporation and MUFG Trust Bank will test stablecoin settlement of trade under the FSA’s FinTech PoC Hub. Read the scope closely, though. In this first phase the stablecoin pays the exporter. It does not settle the trade.
That is not a criticism. It is a design choice, and it is a different choice from the one we have made. For the first time, two designs for on-chain trade money are visible in Japan in the same autumn, and the gap between them says a great deal about where the value in trade digitisation will end up.
Three megabanks, one platform, one coin.
The FSA announcement makes this the fourth project supported under its Payment Innovation Project, and the fifteenth under the hub overall. The flow TradeWaltz describes is clean. An exporter submits its export documents on TradeWaltz. The bank reviews them and approves the purchase of the export receivable. That approval triggers settlement in stablecoin, and the funds reach the exporter. NTT Data builds the link between the platform and the settlement instructions; the four banks test it from the operations and settlement side.
The coin is described as one the participating financial institutions are jointly considering. That points to the megabanks’ joint yen stablecoin, whose issuance test was the hub’s very first project in November 2025, alongside Mitsubishi Corporation and Progmat. Import-side transactions come later. Linkage with electronic bills of lading, smart-contract escrow and on-chain document management are listed as the direction of travel, not the scope. In June TradeWaltz also partnered with WaveBL, the electronic bill of lading network used by seven of the twelve largest ocean carriers, so the document side is clearly on its way.
This is a serious line-up: the platform Japan’s trading houses and banks built together, the banks that handle most of the country’s documentary trade, and a regulator that has promised to publish the compliance, supervisory and legal-interpretation points the test turns up. When it reports, everyone working in this market, us included, will be building on a clearer rulebook.
The trigger is a credit decision, not a document.
Now look at what actually releases the money: the bank’s approval to buy the receivable. That is trade finance. The bank advances funds against documents, takes the credit risk on the buyer or the issuing bank, and collects later through the channel it already uses. The stablecoin makes the advance arrive faster. The importer’s payment, the correspondent chain and the days between documents and money are, in phase one, untouched.
It is a sensible place to start. Banks already own this process, and documentary credit is the most codified corner of trade there is, written down in UCP 600 since 2007. If you want your risk committee to say yes, you begin where the rules are oldest.
But it is a narrow slice. By most industry estimates, around four-fifths of world trade runs on open account: the buyer pays the seller by bank transfer, with no letter of credit and no bank buying anything. That is where small exporters wait longest and trust least. In those trades there is no purchase approval to trigger on. The only event both sides recognise is the document of title changing hands.
A stablecoin moves value. A deposit stays a deposit.
The instruments differ too. The megabanks’ coin is structured through a trust bank, outside the banks’ own balance sheets. That makes sense for money meant to circulate among many parties, across banks, and eventually to holders who are not bank customers at all.
For the leg where a buyer pays a seller, we chose a tokenised deposit: DCJPY, issued by a bank. The buyer pays with its own bank money, and that money never leaves the regulated banking system. Capital rules, supervision and anti-money-laundering controls apply exactly as they do to any balance. The bank stays in the loop where judgement is the product, on credit and on compliance, and the code executes only once those conditions are met. Programmable where the rules are fixed; human where they are not.
The condition our design waits for is the electronic bill of lading. Release of title and release of money become one event, so neither side carries the other’s risk for the days in between.
In fairness, a deposit token has limits of its own. It works best when both ends bank where the token lives, and the cross-border leg still has to reach a seller’s bank abroad. A stablecoin can travel further, faster. That is exactly why our rule has never been that deposit tokens win.
Two designs, side by side.
| TradeWaltz pilot (as announced) | Our design | |
|---|---|---|
| Who pays whom | The bank pays the exporter | The buyer pays the seller |
| What releases the money | The bank’s approval to buy the receivable | The electronic bill of lading reaching the buyer |
| Instrument | A stablecoin the banks are jointly considering | A bank-issued tokenised deposit (DCJPY) |
| Where the money sits | A trust-structured coin | Inside the regulated banking system |
| Document of title | eB/L linkage listed as future work | The eB/L is the trigger, held in our Digital Safe |
| Escrow | Smart-contract escrow listed as future work | Title and payment coupled into one event by design |
| The bank’s role | Financier and purchaser of the receivable | Credit and compliance gate; the code runs after it |
| Who it reaches first | Exporters with bank lines and documentary trade | Small and mid-sized firms trading on open account |
Not which coin. Which event.
Both designs will exist, and both should. The stablecoin-versus-deposit-token argument is the wrong one; as we wrote on Wednesday, it is a question of sequence, not a winner. The real decision is what event releases the money.
Tie money to a bank’s credit decision and you have digitised trade finance. Tie money to the transfer of title and you have digitised the trade itself. The first makes banks faster. The second makes trust cheaper for the firms no bank was ever going to finance.
The law is moving the same way. The Commercial Code amendment headed for this autumn’s Diet session gives an electronic bill of lading the same standing as paper. Once a statute recognises the record, the document of title becomes the most natural condition in commerce: everyone already agrees on what it means. TradeWaltz’s own roadmap, with eB/L linkage and escrow, points in the same direction. We expect the two approaches to meet in the middle, and corridors that need both rails will need them to talk to each other.
This is the layer we are building
We work at the moment the document of title and the money have to meet. Together with a tokenised-deposit platform and a bank, we are working on coupling electronic trade documents to settlement in a bank-issued deposit token, for the small and mid-sized businesses that trade on open account. We expect to share more before long. On the other side of the same design, our end-to-end run with BitTrade showed a cross-border payment received, converted and withdrawable as ordinary yen within the same business day.
Our Digital Safe carries the title; Digitrad Payments carries the value; the exporter sees one screen and never has to choose the rail. A tokenised deposit where a bank is in the loop, a regulated stablecoin where a corridor needs it. A trade that starts on one platform should be able to settle on another’s rail.
So we welcome the megabank pilot without reservation. More banks testing on-chain trade money is the best thing that could happen to a market that has waited decades for paper to leave. The more of it there is, the sooner the question shifts from whether money can move on-chain to what it should wait for.
The litmus test
Take your last open-account shipment and ask two questions: what event released the money, and who carried the risk in the days between the documents leaving and the money arriving?
If the answer is “the seller, on trust”, a faster coin will not fix it. Only coupling the money to the title will.
